Lancashire Water Safety Partnership

The Lancashire Water Safety Partnership is a multi-agency collaboration dedicated to preventing drowning and improving water safety across Lancashire. Our county is home to a diverse landscape, from busy towns and cities to rural plains, canals, rivers, reservoirs and an extensive coastline along the Irish Sea. While these waterways provide significant environmental, recreational and economic benefits, they can also present serious and often underestimated risks.

Lancashire consistently experiences higher-than-average levels of water-related fatalities, many of which are preventable. In response, organisations from across Blackburn with Darwen, Blackpool and Lancashire work together to share data, expertise and resources, delivering coordinated prevention, education and community engagement activities. Through collaborative partnership working, we are committed to reducing water-related incidents and near misses, with the shared ambition of achieving "A Future Without Drowning" and ultimately zero water fatalities across Lancashire.

Our Purpose

The Lancashire Water Safety Partnership brings together organisations from across Blackburn with Darwen, Blackpool and Lancashire to work towards a shared vision of “A Future Without Drowning.” Our purpose is to prevent drowning and reduce water-related deaths and injuries through collaborative partnership working, evidence-led prevention, education, awareness raising and practical safety measures.

By sharing knowledge, data and expertise, we promote consistent water safety messages and support safer environments in, on and around water. Through our strategic approach of Inform, Educate and Protect, we work with communities, partners and stakeholders to help residents and visitors enjoy Lancashire’s waterways safely while reducing risks and preventing avoidable tragedies

Our Vision, Aims and Approach

Our Vision remains simple and bold: A future without drowning

With this vision in mind, our strategic aims are: 

  • Reduce water-related deaths in Lancashire among residents and visitors
  • Minimise water-related injuries by promoting safer behaviour and environments.
  • Increase public awareness of water risks (especially open-water hazards) and how to enjoy
    water safely.
  • Foster a culture of water safety so that Lancashire residents are safe around water wherever
    they are at home, locally, or even when travelling outside the county.
  • Embed prevention at the heart of public safety, reducing water-related fatalities and injuries
    through evidence-led interventions.

To support achieving this, our strategy is build on a three pillar approach; Inform, Educate, Protect

  • Inform - Research and engagement to better understand the risks and help drive the water safety agenda.
  • Educate - Education and campaigns to share our understanding with our communities.
  • Protect - Practical initiatives to make our communities safer in, on and around water.
